American healthcare providers spend hundreds of billions a year creating and optimizing health insurance claims. Payers spend a similar amount adjudicating them. AI was supposed to fix this, but instead it has escalated the arms race: providers use AI to generate claims, and payers deploy AI to deny them.
At Penelope, we are collapsing the middle of this negative-sum system. We build the policy intelligence layer and infrastructure that makes healthcare billing deterministic—converting payer medical policies and clinical notes into computable contracts grounded in formal logic, exposed via API and MCP. When we succeed, we will materially reduce the cost of care for the American patient.
